NMFS is reallocating the projected unused amount of the 2026 Atka mackerel incidental catch allowance (ICA) for the Bering Sea subarea and Eastern Aleutian district (BS/EAI) to the Amendment 80 cooperative allocation for the BS/EAI in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to allow the 2026 total allowable catch (TAC) of Atka mackerel in the BS/EAI to be fully harvested.

NMFS proposes regulations to implement Framework Action 4 under both the St. Croix Fishery Management Plan (FMP) and the St. Thomas and St. John FMP, as prepared by the Caribbean Fishery Management Council (Council). The proposed rule would update annual catch limits (ACLs) for spiny lobster in St. Croix and in St. Thomas and St. John. The purpose of this proposed rule and Framework Action 4 is to update management reference points for spiny lobster consistent with the most recent stock assessments to prevent overfishing and achieve optimum yield (OY).

NMFS is prohibiting retention of shortraker rockfish in the Central Regulatory Area of the Gulf of Alaska (GOA) except by catcher/ processors checked-in to the Central GOA Rockfish Program who are fishing with a rockfish cooperative quota permit. This action is necessary because the 2026 shortraker rockfish total allowable catch (TAC) in the Central Regulatory Area of the GOA for vessels other than Central GOA Rockfish Program catcher/processors will soon be or has been reached.

The South Atlantic Fishery Management Council (Council) will hold one virtual public hearing pertaining to Regulatory Amendment 39 to the Fishery Management Plan (FMP) for the Snapper Grouper Fishery in the South Atlantic Region.

This action revokes Very High Frequency (VHF) Omnidirectional Range (VOR) Federal Airway V-320 in Alaska due to navigational signal limits causing portions of this route to be unusable. There are two routes with the identifier V-320, one located in the state of Alaska, and one located in the state of Michigan. This action only revokes the V-320 located in Alaska. FAA is also establishing United States Area Navigation (RNAV) Route T-550 near Anchorage, AK.

The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Deutschland GmbH (AHD) Model MBB-BK 117 D-2 helicopters. This proposed AD was prompted by certification test results of a certain common cargo hook beam (CCHB) on the affected helicopters, which revealed that the installed CCHB could result in fuel leakage following a survivable accident. This proposed AD would require modification of the CCHB and fuel system and installation of structural reinforcement. This proposed AD would also prohibit installing a certain CCHB on any helicopter. The FAA is proposing this AD to address the unsafe condition on these products.

Fraud Program records were previously included within a different system of records, JUSTICE/EOIR-001. See 69 FR 16179 (May 11, 2004). In the Notice section of today's Federal Register, the Office of Justice Programs (OJP), a component within the United States Department of Justice (DOJ or Department), has published a notice of a new system of records, Bureau of Justice Statistics (BJS) Statistical Data, JUSTICE/OJP-017, for the statistical data collections that BJS conducts under 34 U.S.C. 10132. The National Park Service (NPS) amends special regulations for Denali National Park and Preserve to conform the regulations regarding the number of vehicles that can travel on the restricted section of the Denali Park Road (miles 15-90) to a Vehicle Management Plan that the NPS has been implementing since 2012. This rule implements the plan's limit that no more than 160 vehicles may travel on the restricted section of the road per 24-hour period during the visitor season (also referred to as the "allocation season"), defined in the park's General Management Plan as beginning on the Saturday before Memorial Day and ending on the second Thursday after Labor Day. This limit allows the NPS to meet growing visitor demand while maintaining a high- quality experience for visitors.

The Federal Mine Safety and Health Act of 1977, as amended, governs the application, processing, and disposition of petitions for modification of mandatory safety standards. Any mine operator or representative of miners may petition for an alternative method of complying with an existing safety standard. We are advising the public that we have prepared a final environmental assessment and finding of no significant impact relative to permitting the field release of the insect or weevil, Bagous nodulosus, for the classical biological control of flowering rush (Butomus umbellatus L.) in the continental United States. Based on our finding of no significant impact, we have determined that an environmental impact statement need not be prepared.

One approach would reallocate the additional 2025 SRE volume equally between the 2026 and 2027 SRE reallocation volumes, while the other approach would reallocate all the additional 2025 SRE volume to the 2027 SRE reallocation volume. Additionally, given the proposed revision to the 2026 standards, this proposed action may extend the existing 2026 compliance reporting deadline of March 31, 2027.

EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an Order issued by EPA pursuant to TSCA. The SNURs require persons to notify EPA at least 90 days before commencing the manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the conditions of that use for that chemical substance. In addition, the manufacture or processing for the significant new use may not commence until EPA has conducted a review of the required notification; made an appropriate determination regarding that notification; and taken such actions as required by that determination.

The NCUA Board (Board) is proposing to adopt as final the revisions to the Central Liquidity Facility (CLF) rule made under two interim final rules (IFRs) published in the Federal Register on April 29, 2020, and March 24, 2021. The Commodity Futures Trading Commission ("Commission" or "CFTC") is issuing an advanced notice of proposed rulemaking regarding section 2(c)(2)(D) of the Commodity Exchange Act ("CEA" or "Act") to provide notice and seek public comment on its intent to develop and establish fit-for-purpose rules implementing section 2(c)(2)(D) of the Act with respect to transactions and markets in crypto assets.

The Advisory Committee on Historical Diplomatic Documentation has renewed its charter for a period of two years. This Advisory Committee will continue to make recommendations to the Historian and the Department of State on all aspects of the Department's program to publish the Foreign Relations of the United States series as well as on the Department's responsibility under statute (22 U.S.C. 4351, et seq.) to open its 25-year old and older records for public review at the National Archives and Records Administration. The Committee consists of nine members drawn from among historians, political scientists, archivists, international lawyers, and other social scientists who are distinguished in the field of U.S. foreign relations. Consistent with the National Environmental Policy Act of 1969 (NEPA) and Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA), this Notice announces the availability and opportunity for public review and comment of a draft Environmental Assessment (EA), which examines the potential impacts of a proposal by the Office of Administration (OA), Executive Office of the President (EOP), to improve the granite fa[ccedil]ade of the Dwight D. Eisenhower Executive Office Building (EEOB). Pursuant to this notice, OA is also seeking public comment on the potential of the proposed improvements to cause adverse effects on historic properties. Finally, this notice provides information on how individuals and organizations may request to become consulting parties.
