Syllabus

<p>1. In testing' the question whether an act of the Legislature was passed in conformity to the requirements of the Constitution, the Journals of the Houses of the Legislature will be examined ; and if the Journals furnish conclusive evidence that any bill was not passed in a constitutional manner it cannot be recognized as a law.</p> <p>S. The Journals of the Senate and Assembly for the year 1883 do not show that Chapter 3116, an act regulating the issuing of licenses to sell liquors, wines and beer, was not passed in accordance with the requirements of the Constitution, and it is considered a valid act.</p>
