REPORTED OPINION AND ORDER: Granting in part and denying in part [138] the government&039;s motion for summary judgment; and denying [146] Dr. Metzinger&039;s motion for leave to issue subpoenas. The government shall file its answer by 11/12/2025. The parties shall file their JPSR 30 days after the government&039;s answer.
