REPORTED OPINION DISMISSING CASE granting MOTION to Dismiss pursuant to RCFC 12 (b)(1) filed by USA. Although defendant's motion was made on the basis of both 12(b)(1) and 12(b)(6), the court has found that it has subject-matter jurisdiction over all of plaintiff's claims and thus dismisses plaintiff's complaint on the basis of RCFC 12(b)(6) alone.
