Syllabus

Richland County (the County) appeals a circuit court order granting Alicia Pearson a jury trial on her breach of contract claim. On appeal, the County argues Pearson was not entitled to a jury trial because a breach of contract claim against the government was not recognized at the time of the adoption of our state constitution in 1868. We reverse.
