The federal Sexual Assault Forensic Evidence Reporting (SAFER) Act of 2013 and Debbie Smith Act provide grant funding for kit testing. Survivors have a federal right under the Sexual Assault Survivors' Rights Act of 2016 (34 USC §20141) to be notified of kit status and to request preservation.
