North Carolina offers a hybrid system: standard deadline registration plus same-day registration during early voting.

1. Eligibility (N.C. Gen. Stat. § 163-55)

  • U.S. citizen.
  • 18 years old by Election Day (pre-register at 16).
  • NC resident in the precinct for 30 days before the election.
  • Not currently serving any part of a felony sentence (incarceration, probation, parole, or post-release supervision). Rights restored automatically once sentence completed.
  • Not adjudicated as a person without sufficient mental capacity.
  • 2. How to Register

  • Online: through the NCDMV when you obtain or update a driver license/ID.
  • Paper: download from ncsbe.gov, mail to county Board of Elections.
  • Same-Day Registration: register and vote on the same day at any one-stop early voting site (N.C. Gen. Stat. § 163-82.6A) — bring proof of residence (DL, utility bill, bank statement, government document).
  • 3. Deadlines

  • Standard: 25 days before Election Day (N.C. Gen. Stat. § 163-82.6).
  • Same-Day: during the early voting period (typically 17 days before through the Saturday before Election Day).
  • No Election Day registration at precinct polling places.
  • 4. ID Requirements

  • NC DL/ID or last 4 of SSN at registration.
  • At the polls: photo ID required since 2023 (S.B. 824 implementation) — DL, state ID, US passport, military, tribal, student ID from approved institutions.
  • 5. College Students

  • May register at school address; approved student IDs satisfy voter ID requirement.
