How long do I have to register a vehicle in Pennsylvania?

Pennsylvania registration is administered by PennDOT through authorized notaries, AAA, and online services.

1. Deadlines

  • New residents: 20 days from establishing PA residency (75 Pa.C.S. § 1310).
  • Purchased vehicle: 20 days from the date of sale (§ 1103.1).
  • Most transactions must be processed by a notary public, licensed messenger, dealer, or PennDOT agent — DIY mail-in is limited.
  • 2. Required Documents

  • Vehicle title (signed by seller).
  • Form MV-1 (Application for Certificate of Title).
  • VIN verification by notary, dealer, or law enforcement on Form MV-41 (out-of-state vehicles).
  • Proof of PA insurance: 15/30/5 minimum (75 Pa.C.S. § 1786).
  • Driver license or PA photo ID.
  • Form MV-4ST (Sales/Use Tax) for purchase.
  • 3. Fees

  • Title fee: $67.
  • Registration: $45 to $107 based on vehicle type (passenger $45).
  • EV/PHEV annual fee: $200 (Act 85 of 2024, effective April 2025).
  • Sales tax: 6% state + 1% Allegheny / 2% Philadelphia.
  • Notary/agent fee: $25 to $75 (set by agent).
  • Lien fee: $28.
  • 4. Penalties

  • Late title: $58 penalty after 20 days.
  • Driving uninsured: $300 fine + 3-month license suspension + 3-month registration suspension (§ 1786(f)).
  • Expired registration: $75 fine under § 1301.
  • 5. Annual Safety Inspection

    All vehicles require an annual safety inspection ($35 to $70). Emissions inspection required in 25 counties (Allegheny, Philadelphia metro, Lehigh Valley).

    6. Online Renewal

    Registration renewals available at dmv.pa.gov. New registrations and out-of-state transfers must be processed by a notary or PennDOT agent.
