1. Deadlines

  • New residents: 180 days from establishing NY residency (VTL § 250).
  • Purchased vehicle: 30 days for title transfer and registration (VTL § 2113).

  • 2. Required Documents

  • Title certificate (or transferable registration for pre-1973 vehicles).
  • Proof of NY insurance: FS-20 or FS-21 insurance ID card meeting 25/50/10 BI/PD plus $50K PIP.
  • NY driver license or proof of identity.
  • Bill of sale if purchased in NY.
  • MV-82 (Vehicle Registration/Title Application).
  • Sales tax form (DTF-802 or DTF-803) for out-of-state purchases.
  • 3. Fees

  • Registration fee: $26 to $140 based on weight.
  • Title fee: $50.
  • Sales tax: 4% state + local (NYC totals 8.875%).
  • Plate fee: $25 new plates, $0 to transfer existing.
  • MCTMT (downstate): $25 to $50 annual for residents of 12 downstate counties.
  • Use tax credit for sales tax paid in prior state.
  • 4. Penalties

  • Driving unregistered: fine $75 to $300 (VTL § 401).
  • Lapsed insurance: registration suspended; fines $8 to $12 per day, capped at $1,500 for 1+ year lapse.
  • Failure to surrender out-of-state plates within 30 days: $200 fine.
  • 5. Annual Safety Inspection

    All vehicles must pass an annual NYSDMV safety inspection ($21) within 12 months. Emissions test required for vehicles in NYC metro and Long Island.

    6. Online Renewal
