Illinois municipalities use the Administrative Adjudication system authorized by 65 ILCS 5/1-2.1 — most disputes never see a courtroom.

1. Chicago Process — MCC § 9-100

  • Issued via the Department of Administrative Hearings (DOAH).
  • 21 days from issuance (or notice mailing) to contest.
  • Three options:
  • - Pay at the discount rate (often 50% off if paid in 7 days).

    - Contest by mail — submit photos and a written defense.

    - In-person hearing at 400 W. Superior, 2006 Milwaukee, or other DOAH locations, scheduled online via CityKey/Chicago.gov.

  • Hearing by Internet is now available for many ticket types.
  • 2. Other Illinois Cities

  • Most use the same model; some smaller municipalities still route to the circuit court.
  • Deadlines range from 14 to 30 days — read the ticket carefully.
  • 3. Common Defenses

  • Sign missing, obscured, or contradictory.
  • Disabled placard valid and displayed (625 ILCS 5/11-1301.2).
  • Meter or paybox malfunction — photos of the screen are critical.
  • Loading zone active commercial use.
  • Vehicle sold/transferred before the citation — provide title transfer.
  • Wrong plate or VIN on the ticket.
  • 4. Late Penalties

  • After 21 days: fine doubles.
  • After 42 days: a Determination of Liability (final order) is entered.
  • Collection fees up to 22% added by collection agency.
  • 5. Booting and Impoundment

  • Under MCC § 9-100-120, a vehicle becomes boot-eligible with:
  • - 2 final determination parking/red-light tickets, OR

    - $250+ in unpaid debt.

  • Boot fee $100, storage $25/day, plus tow fees.
  • 6. Appeals

  • A DOAH decision is appealable to the Circuit Court of Cook County under the Administrative Review Law (735 ILCS 5/3-101) within 35 days.
