How do I get a concealed carry permit in New York?

New York's pistol licensing scheme was rewritten after NYSRPA v. Bruen (2022) struck down the "proper cause" standard. The Concealed Carry Improvement Act (CCIA, S51001) took effect September 1, 2022.

1. Eligibility (N.Y. Penal Law § 400.00)

  • At least 21 years old (18 for honorably discharged military or certain employment).
  • "Good moral character" — defined narrowly post-Bruen.
  • No felony or serious offense conviction.
  • No mental health adjudication.
  • 2. Application Process

  • Apply through your county licensing officer (county judge upstate; NYPD License Division in NYC).
  • Submit Form PPB-3, fingerprints, four character references, list of social media accounts (past 3 years), and current/former cohabitants.
  • In-person interview required.
  • 3. Training (Penal Law § 400.00(19))

  • 16 hours classroom instruction.
  • 2 hours live-fire qualification.
  • Total 18 hours — among the strictest in the U.S.
  • 4. Fees

  • Outside NYC: ~$75 application + $90 fingerprints.
  • NYC: ~$340 application + $90 fingerprints (one of the highest).
  • 5. Processing

  • 6 months statutory maximum (Penal Law § 400.00(4-a)), but often longer in NYC.
  • 6. Sensitive Locations (Penal Law § 265.01-e)

  • Schools, polling places, government buildings, healthcare facilities, places of worship, public transit, Times Square, bars, parks, stadiums, and private property without explicit consent.
  • 7. Reciprocity

  • New York does not recognize any other state's permit.
  • 8. Renewal

  • Valid 3 years; renewal requires refresher training and updated references.
