How do I get a concealed carry permit in New Jersey?

New Jersey's concealed carry permit (officially the Permit to Carry a Handgun) was overhauled after NYSRPA v. Bruen (2022). The new regime is set out in N.J.S.A. 2C:58-4 as amended by A4769 (2022, "Chapter 131").

1. Eligibility (N.J.S.A. 2C:58-3 and 2C:58-4)

  • At least 21 years old.
  • New Jersey resident (or non-resident with substantial business or employment connection).
  • Pass a background check (no felony, no domestic violence, no disqualifying mental health history).
  • Demonstrate "thorough familiarity with the safe handling and use of handguns."
  • Provide four endorsers (character references unrelated to the applicant).
  • 2. Training Requirement

  • State-approved course covering legal use of force, NJ firearms law, safe handling, and live-fire qualification.
  • Currently standardized by the Attorney General; typically 8-16 hours.
  • 3. Application

  • Apply to the chief of police of your municipality (or NJ State Police if no local PD).
  • Submit Form S.P. 642, fingerprints, mental health records waiver (NICS-NJ check), endorser statements.
  • After local approval, application must be approved by a Superior Court judge.
  • 4. Fees

  • $200 total (approx.): $50 permit, $75 fingerprints, plus consent forms.
  • 5. Processing

  • 60 days at police level + judicial review; total often 90-180 days.
  • 6. Sensitive Locations (N.J.S.A. 2C:58-4.6)

  • Schools, government buildings, courthouses, parks, beaches, polling places, healthcare facilities, casinos, bars, stadiums, libraries, public transit, and private property without explicit consent.
  • 7. Reciprocity

  • New Jersey does not recognize any other state's permit.
  • 8. Renewal

  • Valid 2 years; renewal requires updated mental health waiver, references, and training currency.
