Michigan's Concealed Pistol License (CPL) is regulated under MCL 28.421 et seq. (the Concealed Pistol Licensing Act) and administered by the county clerk.

1. Eligibility (MCL 28.425b)

  • At least 21 years old.
  • U.S. citizen or lawful permanent resident.
  • Michigan resident for at least 6 months (waivable with proof of relocation intent).
  • No felony or pending felony charges.
  • No specified misdemeanor in past 3-8 years (varies by offense).
  • Not subject to a personal protection order.
  • No prior involuntary mental health commitment.
  • 2. Training Requirement (MCL 28.425j)

  • 8 hours minimum instruction from a state-certified instructor.
  • Includes at least 3 hours classroom and at least 1 hour range time with at least 30 rounds fired.
  • Covers Michigan firearms laws, ammunition selection, safe storage, and use of force.
  • 3. Application

  • Apply at your county clerk's office.
  • Submit application, training certificate, passport photo, and fingerprints (Live Scan).
  • 4. Fees

  • $100 application (covers fingerprinting through Michigan State Police).
  • Plus training course (~$100-$150).
  • 5. Processing

  • 45 days by statute (MCL 28.425b(7)).
  • 6. Restricted "Pistol-Free" Zones (MCL 28.425o)

  • Schools, child-care centers, sports arenas (seating capacity 2,500+), bars, places of worship, dormitories, hospitals, casinos, and courtrooms.
  • Note: open carry in some of these places is allowed for CPL holders — a quirk of Michigan law.
  • 7. Reciprocity

  • Michigan CPL honored in ~38 states; Michigan recognizes most other state permits.
  • 8. Renewal

  • Valid 4-5 years (between birthday cycles); renewal $115 with continued training requirement.
