Multiple States Enact Housing Reform Legislation

Several states enacted significant housing reform legislation aimed at addressing the nationwide affordability crisis. Montana, Washington, and Vermont joined states like Oregon, California, and Minnesota in reforming single-family zoning laws to allow duplexes, triplexes, and accessory dwelling units (ADUs) in residential areas.

New laws also address tenant protections: rent stabilization measures, just-cause eviction requirements, and expanded notice periods for rent increases and lease non-renewals. Washington State enacted a comprehensive package including statewide rent stabilization limiting annual increases to 7% plus inflation.

At the federal level, the Biden administration announced incentives for localities that reform zoning and reduce permitting barriers, tying certain federal grants to housing production targets.

Practical Impact

Real estate developers and investors should monitor zoning changes creating new development opportunities. Landlords in states with new tenant protection laws must update their practices. Local governments face pressure to reform permitting processes. Housing advocacy groups are pushing for additional reforms in 2025 legislative sessions.
