Identify the statute authorizing the citizen suit. Describe the specific violations alleged with sufficient detail (dates, pollutants, permit limits exceeded). Name the alleged violator and the facility. Send the notice to the alleged violator, the EPA Administrator, and the state environmental agency by certified mail. Wait 60 days before filing suit. The government may intervene or initiate its own enforcement action during the notice period, which may bar the citizen suit.
