L. 103–357, §1(a), Oct. 14, 1994, 108 Stat. 3418, which related to eligibility of tribe members for services and assistance, administration of tribal lands, and exercise of criminal and civil jurisdiction over such lands, was omitted from the Code as being of special and not general application.
