Southern Wood Piedmont violated the financial assurance requirements under RCRA at their hazardous waste facilities. Financial assurance ensures that money is available to properly close a facility that treats, stores, or disposes of hazardous waste, to clean up any hazardous waste or materials that is released at these facilities, and to protect the taxpayer from paying for a cleanup in the event a company goes bankrupt or abandons the property. The regulations also require these failities to have financial assurance to cover any damage to adjacent property owners and othrs who are harmed by a release. The goal of financial assurance is also to assure proper handling and cleanup of hazardous waste.
