EXPORT ENGINES, TO SUBMIT A COMPLIANCE PLA N, AND TO PAY A PENALTY OF 3,000 TO CUSTOMS. THE IMPORTER HAS ONLY IMPORTED ONE ENGINE SINCE 1996 OTHER THAN SUBJECT E NGINES.
