Case summary
This case involves 1,153 violations of the Clean Air Act by Lu Yuan, Inc., and Zhejiang Yongkang Luyuan Industrial & Trading, Co., Ltd, (collectively, Lu Yuan ) two related companies that manufacture, import and sell highway motorcycles and recreational vehicles. From March 2009 through June 2013, Lu Yuan imported 1,153 motorcycles and all terrain vehicles which did not meet the requirements of the EPA-issued Certificate of Conformity for the vehicles. As part of the settlement Lu Yuan agreed to pay a civil penalty of $128,000 to the United States Treasury. Lu Yuan also exported or remediated the non-compliant vehicles.
