Case summary

This case addresses violations of the Clean Air Act (CAA) by Sinclair Oil Corporation (Sinclair), a petroleum refiner headquartered in Sinclair, Wyoming. During 2006 and 2007, Sinclair produced 340,000 gallons of diesel that didn't meet the 15 parts per million maximum sulfur content standard set forth in 40 C.F.R. § 80.520(a). During the same period Sinclair also failed to determine the properties of 3 batches (about 550,000 gallons) of previously certified gasoline used as blending components at their Casper refinery and failed to include the required information on product transfer docuements for 6 batches (300,000 gallons) of gasoline transferred from their Tulsa refinery to the Magellen Pipeline. As part of the settlement with EPA, Sinclair has agreed to pay a $343,000 civil penalty to the U.S. Treasury.
