On or about June 20, 2007, Respondents imported into Florida 188 ATVs. The ATVs bore EPA emissions information labels that were not permanently affixed and could be removed without destroying or defacing the labels. Based on the foregoing, EPA alleges that Peace committed 188 violations, A&A committed 183, and Louis Thomas committed 5 violations of Sections 203(a) and 213(d) of the CAA, 42 U.S.C. §§ 7522(a) and 7547(d), and the Recreational Engine and Vehicle Regulations, 40 C.F.R. Part 1051.
