Case summary

On September 30, 2026, Region 10 issued an administrative order on consent to Olympic Pipe Line Company LLC and BP Pipelines (North America) Inc. for a spill from the Olympic Pipeline. Beginning on December 9, 2023, gasoline was released from pressure transmitter tubing connected to the mainline pipe of the pipeline near Conway, WA. Corrosion of a fitting on the pressure transmitter tubing caused the release of 21,168 gallons of gasoline into a subterranean valve station vault, which overflowed. Gasoline flowed downhill over agricultural land into Hill Ditch (also known as Carpenter Creek). Hill Ditch has documented use of winter steelhead, summer steelhead, kokanee, coho and coastal/resident cutthroat trout, and is gradient accessible to pink, chum and Chinook salmon. The Respondents spent more than $52 million to clean up the spill. To prevent future spills, the Respondents agreed to develop and implement vault inspection procedures to identify corrosion, develop and implement a leak detection and improvement plan, and hire additional staff with expertise in leak detection. The estimated cost of implementing this injunctive relief is $843,500.
