Thermo Fluids, Inc. failed to maintain an adequate Spill Prevention Control and Countermeasures (SPCC) Plan, conduct integrity testing for their largest tank, conduct maintenance training, and promptly correct leaking resulting in accumulation of oil in a diked area. This action will prevent 806,430 gallons of oil from entering Carli Creek and the Clackamas River. The Respondent has agreed to pay a penalty of $1,906 and has returned to compliance. The estimated cost of injunctive relief is $7,000.
