On August 21, 2026, Region 10 filed an expedited settlement agreement which both initiated and concluded an administrative action against Rinchem Company LLC (CSC 16) in Hillsboro, Oregon (Rinchem) for violations of CAA ? 112(r) Risk Management Program requirements. Rinchem failed to comply with several risk management program requirements that apply to its storage of ammonia (conc 20% or greater), hydrofluoric acid (conc 50% or greater), hydrochloric acid (conc 37% or greater) and tetramethylsilane. Most importantly, Rinchem failed to retain the facility?s initial process hazard analysis (PHA). The PHA is used to identify, evaluate, and minimize potential hazards associated with the storage and handling regulated hazardous chemicals to prevent a release that could impact the community surrounding its facility. Additionally, Rinchem failed to annually certify their operating procedures as current and accurate for their operators. Finally, Rinchem failed to retain their 2019 Compliance Audit report and certify their 2022 Compliance Audit report to ensure they are complying with the requirements. Under the terms of the agreement, the company paid a penalty of $3,300.
