EPA v. DAYTON TRAILS - LSLI (UAO) (SDWA PWS)

Unilateral Administrative Order Without Adjudication

Case summary

On April 24, 2026, Region 10 issued an UAO under Section 1414 of SDWA. The UAOs require the Systems to develop and submit a Lead Service Line Inventory; notify customers served by lead, galvanized, or unknown service lines; and make the Lead Service Line Inventory publicly available. The State of Washington provided the Systems with compliance assistance prior to referring them to the EPA for enforcement action. The EPA, rather than the State of Washington, took this action because Washington has not applied for primary authority to enforce the Lead and Copper Rule Improvements.
