Case summary
On February 3, 2026, Region 10 issued UAOs under Section 1414 of SDWA to the following systems based on a determination that the Respondents violated the EPA's National Primary Drinking Water Regulations regarding lead service lines: - Sandy Hook Yacht Club Estates Community Water System - Pomona View Mobile Park Community Water System - Dugualla Community Inc Community Water System - Wandering Creek Homeowners Association Community Water System - Crosswoods Water Company Community Water System - East Gig Harbor Water District Community Water System - Olympic Sunset West Community Water System - Tahuya River Valley Water District Community Water System - Lake Lucinda Community Club Community Water System - Winchester Mobile Homes Water Community Water System - Sun Tides Vista Homeowners Assn Community Water System - Town of Riverside Community Water System - Delphi Community Water System - Skyline Mobile Home Park Community Water System - River Bluff Water System Community Water System The UAOs require the Systems to develop and submit a Lead Service Line Inventory; notify customers served by lead, galvanized, or unknown service lines; and make the Lead Service Line Inventory publicly available. The State of Washington provided the Systems with compliance assistance prior to referring them to the EPA for enforcement action. The EPA, rather than the State of Washington, took this action because Washington has not applied for primary authority to enforce the Lead and Copper Rule Improvements.
