Case summary

On August 18, 2025, Region 10 issued an administrative order on consent to the City of Plummer for its wastewater treatment facility. From March 1, 2020, through February 28, 2025, the City of Plummer's wastewater treatment facility exceeded it's effluent limit 1,828 times. In addition to the effluent exceedance violations, the facility failed to submit required reports and notifications in a timely manner and did not maintain an adequate Operations & Maintenance (O&M) or Quality Assurance (QA) Plan. To return to compliance, the Respondent has agreed to submit a complete O& M Plan, a QA Plan and a Facility Plan. The Facility Plan is to ensure the facility comes into compliance with its effluent limits. Further, the facility is required to begin implementing the Facility Plan upon its completion. The estimated cost of implementing this injunctive relief is approximately $3,000,000.
