Case summary
On August 12, 2025, Region 10 issued an administrative order on consent to the Federal Cartridge Company related to the alleged stormwater violations associated with their CCI and SPEER facilities located in Lewiston, Idaho Alaska. The alleged violations against the Federal Cartridge Company included failure to review, implement, and document corrective actions and control measures associated with benchmark monitoring exceedances, failure to adequately sample and submit results, and failure to maintain an adequate stormwater pollution prevention plan. To return to compliance, Federal Cartridge Company has agreed to install additional stormwater filtration systems, expand the detention basins, and install sediment capturing devices on the site. These additional efforts will help Federal Cartridge Company ensure the stormwater discharged from the site is below the benchmark limits for zinc, aluminum, and nitrate and nitrite (N) as outlined in their permits at both sites. The estimated cost of implementing this injunctive relief has not yet been determined to a degree of engineering certainty by Federal Cartridge Company.
