Case summary

On September 30, 2024, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by Oil Re-Refining Company (ORRCO) for its used oil, bulk storage and processing facility in Portland, Oregon. ORRCO's Spill Prevention, Control, and Countermeasure (SPCC) Plan lacked sufficient details about the facility's oil storage and diked drainage areas and failed to provide the required discharge prediction details. EPA also found evidence of tank corrosion and delamination, standing water in secondary containment, and an inadequate tank integrity program. By bringing the Portland facility back into compliance with SPCC requirements, ORRCO is now implementing an SPCC program developed to minimize the risk of oil discharges.
