On May 16, 2024, EPA Region 10 issued an Administrative Compliance Order to Respondents Ms. Cadence Stuart-Stephens ( Owner ) and Mr. Jerrod Stuart-Stephens ( Operator ) to address Clean Water Act ( CWA ) violations at Owner's property in Priest River, ID. Respondents discharged dredged and/or fill material below the ordinary high water mark of the Priest River without authorization under CWA Section 404. These violations resulted in the discharge of pollutants into waters of the United States ( WOTUS ). Respondents have agreed to provide compensatory mitigation in the form of purchasing 1.4 credits at the Valencia Mitigation Bank at a cost of $42,000 and pay a $75,000 fine
