EPA Region 10 Settles with American Seafoods Company LLC - American Dynasty LLC - American Triumph LLC - Northern Eagle LLC - Northern Jaeger LLC - Ocean Rover LLC for Clean Water Act (CWA) Violations with their Offshore Seafood Processor Vessels (Seattle, WA) On August 17, 2023, Region 10 issued an administrative order on consent ( Order ) to American Seafoods Company LLC, American Dynasty LLC, American Triumph LLC, Northern Eagle LLC, Northern Jaeger LLC, and Ocean Rover LLC for their offshore seafood processing vessels homeported in Seattle, Washington. American Seafoods LLC and the named five facilities (collectively Respondents ) were cited for hundreds of violations of their NPDES Offshore Seafood Processors Discharging permit while operating in Federal Waters off the Washington and Oregon Coast, including discharging seafood waste in prohibited areas, failing to monitor and sample, failing to submit DMRs, and failing to submit accurate and complete production and discharge information in annual reports between 2019 and 2022. This Order requires the Respondents to conduct comprehensive improvements to achieve long-term compliance with the permit. Specifically, the Respondents have agreed to develop and implement an NPDES permit compliance manual, train all applicable staff on permit requirements, and develop and implement a revised Best Management Practices (BMP) Plan. The BMP Plan must be written by December 31, 2023, to cover all facilities and explain in greater detail pollution prevention and sampling procedures, recordkeeping and annual reporting requirements, and procedures to prevent discharges in prohibited areas. The terms of the Order also require each facility to demonstrate four consecutive months of compliance with the permit in the 2024 operating season. This Order will prevent an estimated 181,158 pounds of seafood waste solids from being discharged into prohibited areas by the American Seafoods Company processing fleet. The Order's compliance measures ensure the Respondents protect the resources that sustain their business. Region 10 and the Respondents have also agreed to separate Consent Agreements for civil penalties that are currently posted for public notice and comment.
