Case summary
On October 18, 2023, EPA Region 10 entered into a consent agreement and final order (CAFO) with First Team Restoration Inc. (FTR), to resolve violations of Clean Air Act, asbestos National Emission Standards for Hazardous Air Pollutants (asbestos NESHAP) regulations, during renovation of a church in Boise, Idaho. FTR was hired to remove asbestos-containing roof shingles from the church. The Region alleged that FTR failed to adequately wet the regulated asbestos-containing material (RACM); failed to carefully lower all RACM to the ground without dropping or otherwise damaging or disturbing the material; discharged visible emissions of asbestos during the collection, processing, packaging, or transporting asbestos-containing waste materials; and failed to mark a waste trailer with warning signs.
