On May 2, 2022, Region 10 filed an Expedited Settlement Agreement (ESA) resolving violations of the Clean Water Act by Riverside, Inc. (Facility) located in Parma, Idaho. On March 11, 2021, the Idaho Department of Environmental Quality (IDEQ) conducted an inspection of Riverside, Inc.?s (Respondent?s) facility and documented the presence of several used-oil tanks at the Facility with a total storage capacity of approximately 10,770 gallons. The inspection and the Response to a February 18, 2022, EPA Information Request documented Respondent lacked a required SPCC plan. The SPCC program is centered around the prevention of oil spills from facilities with a total oil storage capacity over 1,320 gallons. EPA required Riverside, Inc. to develop an SPCC plan or reduce its total storage capacity to below 1,320 gallons - preventative measures to help prevent future oil releases from the Facility. The company agreed to remove or permanently close a tank with a oil storage capacity of approximately 10,000 gallons and pay a penalty of $1,750 for the SPCC violation. EPA estimates the Facility spent approximately $7,500 to comply with SPCC requirements.
