Region 10 Settles with Triangle Oil, Inc. ? Bulk Storage Facility (John Day, OR) for CWA Violations On TBD, Region 10 filed a Consent Agreement and Final Order (CAFO) to resolve Spill Prevention, Control and Countermeasure (SPCC) violations at the Triangle Oil Facility located in John Day, Oregon following a May 2015 inspection. The SPCC Plan deficiencies included a lack of secondary containment for piping, transfer areas, bulk storage and other containers; a lack of required inspection and personnel training records or documentation; uncontrolled and unmonitored site drainage; and inadequate tank integrity program. As part of the post-inspection compliance process, Triangle Oil updated and certified the Facility?s SPCC plan. The Respondent also agreed to pay a penalty of $27,000.
