Region 10 Settles with Georgia Pacific Consumer Products, LLC (Camas, WA) for CWA Violations On February 13, 2019, Region 10 filed an Expedited Settlement Agreement to resolve Spill Prevention, Control and Countermeasure (SPCC) violations at the paper mill operated by Georgia Pacific Consumer Product, LLC in Camas, Washington. SPCC deficiencies observed during the September 11, 2017 inspection included incomplete and outdated descriptions (e.g., physical layout of the facility, brittle fracture evaluation and secondary containment information) especially following major changes to the operation of the paper mill. In addition, the inspector observed spills and accumulations of diesel fuel at the Cat Fueling Station. The area around the paper mill drains directly to Camas Slough which then flows to the Columbia River, an important salmon spawning and rearing area that is already impaired by temperature and the lack of dissolved oxygen. As part of the post-inspection compliance process, the company updated its SPCC plan and cleaned up the spilled diesel fuel. The company agreed to pay an ESA-based penalty of $1,275.
