Respondents are operators of the Neville Ranch #1 - Cartwright Ranch Construction Site, which is located northwest of Boise and east of Eagle, Idaho. Cartwright Ranch, LLC, discharged pollutants to waters of the U.S. without coverage under EPA's Stormwater Construction General Permit (CGP). A July 2016 EPA inspection also found Stormwater Pollution Prevention Plan (SWPPP) deficiencies. Enforcing permit coverage ensures all operators take responsibility for CGP compliance; enforcing SWPPP provisions ensures an up-to-date plan exists for the effective management of stormwater on the construction site. The companies agreed to pay a penalty of $5,350.
