Case summary
The City of Franklin wastewater treatment plant is permitted to discharge sanitary wastewater. On April 22, 2013, EPA issued a compliance order addressing numerous violations of the permit limits for TRC, BOD, TSS and E. Coli. That consent order required City of Franklin to implement certain compliance activity measures to achieve and maintain compliance. This current compliance order supersedes and replaces that previous compliance order and requires the city to put into place a 24 million gallon storage lagoon which will ensure compliance with its permit limits.
