Case summary
Pursuant to Section 309(a) of the Clean Water Act, EPA Region 10 has issued a compliance order to the City of Inkom, Idaho (City) for violations of the Citys NPDES permit (Permit Number ID-002024-9). The Citys wastewater treatment facility provides secondary treatment of wastewater prior to discharge into the Portneuf River. Between November 2007 and May 2012, the facility had 1,717 effluent limit violations of its NPDES permit. The facility exceeded its permit limits for biochemical oxygen demand, total suspended solids, Escherichia coli (E. coli), pH, total residual chlorine, total inorganic nitrogen and total phosphorus. The compliance order requires the City to complete facility upgrades by October 31, 2014.
