On September 28, 2012 EPA Region 10 issued a Consent Agreement and Final Order settling claims against Paramount Petroleum Corporation for violations of Section 311(j) of the Clean Water Act and accompanying Spill Prevention, Control and Countermeasures regulations, 33 U.S.C. § 1321(j), 40 C.F.R. Part 112. The violations were observed during an August 2009 inspection of Paramount Petroleum Corporations Richmond Beach Facility in Seattle, Washington and included failure to prepare an SPCC plan that meets SPCC requirements, inadequate implementation of an SPCC Plan, and inadequate secondary containment. Paramount Petroleum Corporation has agreed to pay of penalty of $95,606. to settle this matter.
