Case summary

On July 24, 2012, EPA Region 10 issued a Consent Agreement and Final Order settling claims against Colvin Oil Company for violations of Section 311(j) of the Clean Water Act and accompanying Spill Prevention, Control and Countermeasures regulations, 33 U.S.C. § 1321(j), 40 C.F.R. Part 112. The violations were observed during a March 2010 inspection of Colvin Oil Company’s Medford Bulk Facility in Medford, Oregon, and included failure to prepare an SPCC plan that meets SPCC requirements, inadequate implementation of an SPCC Plan, and failure to maintain records. Colvin Oil Company has agreed to pay of penalty of $26,000 to settle this matter.
