Case summary

Pursuant to Section 309(a) of the Clean Water Act, EPA Region 10 has issued a compliance order to the City of Grangeville, Idaho (City) for violations of the City’s NPDES permit (Permit No. ID0020036). From November 2006 through September 2011, the City had 687 effluent limit violations of its NPDES permit, including routine exceedances of the City’s final phosphorus limit. The City had a phosphorus compliance schedule in the Permit and, as such, the final phosphorus effluent limitations did not become effective until April 2010. On November 18, 2011, the City provided EPA with a construction schedule for the wastewater treatment plant upgrades. The compliance order requires the City to begin facility upgrades to the wastewater treatment plant by September 30, 2012 and achieve compliance with the effluent limits by July 1, 2013.
