Case summary
The EPA and Jeffrey J. Leadens (Respondent) have signed an Administrative Order on Consent (Consent Order) regarding the restoration and mitigation required to address the unauthorized placement of fill material into wetlands and other waters of the United States alleged by the EPA on the Respondent�s property located in Soldotna, Alaska. The Consent Order (EPA Docket No. CWA-10-2012-0017) requires Respondent to submit to the EPA, for review and approval, a Restoration and Mitigation Work Plan (Plan) within 45-days from the effective date of the Consent Order. The Plan shall include site surveys and drawings, description of the restoration work and best management practices, and provisions for seeding, revegetation, monitoring, and contingencies. Respondent is required to implement the EPA approved Plan and complete restoration activities no later than October 15, 2012. A Completion Report and Annual Reports shall be submitted to the EPA upon completion of restoration activities.
