On November 3, 2011, EPA Region 10 filed a Consent Agreement and Final Order (CAFO) to initiate and simultaneously resolve an administrative action filed under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986, (EPCRA) with respondent Formula Corp. EPA alleged that Formula Corp., a manufacturer of custom blended cleaning chemicals located in Auburn, Washington, violated Section 313 of EPCRA and 40 C.F.R. Part 372 by failing to submit a timely Toxic Chemical Release Inventory Reporting Form (Form R) for the chemical category Certain Glycol Ethers for calendar year 2009.
