Case summary
Pursuant to Section 309(a) of the Clean Water Act, EPA Region 10 has issued a compliance order to the Star Water and Sewer District (District) for violations of the District's NPDES permit (Permit Number ID0023591). The wastewater treatment facility is part of a sanitary sewer system that receives wastewater from residential and commercial sources discharging into the Lawrence-Kennedy Canal that flows into the Lower Boise River. The permit became effective on September 30, 1999, and expired on September 30, 2004. The District failed to apply for a new permit in a timely manner, as required by federal regulations and the permit. Therefore, the permit was neither administratively extended nor reissed. The compliance order requires the District to comply with the expired permit until a new one is reissued.
