Case summary
Black Diamond Construction (Black Diamond) has agreed to pay a $1,277 penalty to resolv violations of the Clean Water Act (CWA). Black Diamond was the owner and operator of the Cedars at Sand Creek Subdivsion construction site in Sandpoint, Idaho. The complaint alleged that Black Diamond had numerous storm water pollution prevention plan (SWPPP) deficiencies, had failed to post a sign/notice at the main entrance to the site, had failed to conduct a number of inspections, had failed to properly sign/certify the inspection reports, and had failed to install or maintain silt fences. In addition, during th course of this enforcement case, Black Diamond had failed to respond to an information request.
