In addition Marathon Oil had failed to store PCB transformers in a storage unit that conforms to the requirements of 40 CFR 761.65(b) to develop and maintain, as well as submit an annual document log on 40 CFR 761.180(a) for calendar years 2001 2002, 2003 and 2004.
