Case summary

The tank farm is located adjacent to the associated service station/convenience store and consists of several aboveground storage tanks and a truck loading rack. Fuel is provided to the tank farm by tanker truck. The truck loading rack and fuel dispensers associated with the service station remove fuel from the tanks. The facility did not have a SPCC plan onsite at the time of the inspection. The tank farm is equipped with secondary containment. The containment structure consists of concrete retaining walls and compacted soil/ gravel bottom. The truck rack is not presently equipped with secondary containment. There are numerous aboveground lines between the tank farm and truck rack that lacks secondary containment and there are no facility drainage structures onsite designed to retain potential discharges. Improved security measures are needed for the pump controls and master drain valves. The operator representative was not onsite for most of the inspection so some items were not verified (e.g., personnel training, facility inspections, etc.).
