J. Phillip Adams constructed a road crossing, clearing and filling Potter Creek on his property, without a COE CWA 404 permit. He was asked to partially restore the site by the COE and by the state IDWR but did not. Under the CWA 309a order he was asked to restore the site and apply to the COE for an ATF permit for the crossing. He has not complied with our order.
