From 1998 through at least 2001, Cy Frick and his Company Dunes Estates Inc., discharged fill material into wetlands located in the Dunes Estates subdivision without a CWA 404 permit. Some of the wetlands involved are adjacent to the Pacific Ocean. Other wetlands involved are adjacent to Connor Creek. The Compliance Order requires Frick and Dunes Estates to restore the site or mitigate for any fill remaining in place.
