Three inspections have been done in Gooding area on 7/31. The United Oil facility was the only one where we could make a link to waters of the U.S.. The facility is in poor shape. United Oil has a number of facilities throughout S. Idaho and has a history of SPCC violations at their other facilities. They also have a history of not coming into compliance very readily. They clearly know the rules, but chose not to comply.
